You rock, despite your questionable short term memory. Who rocks and what did I miss?

Not Glenns fault. From what I Found out Colorado's new uniforms were being made by the same manufacturer who made the new Phil Eagles uniforms. Luckily for the pioneers they only had to wait till game 2 to get their new digs. Philly is still Waiting on theirs.

FPs Tony FPs - I will have to find the post where we talked about the cost to change uniforms/relocate. Phil posted 7 points earlier and I am not sure if he got that from a previous thread or what. I think it is 7-10 points though.
Now there is another team that is moving and getting new uniforms that doesn't have to pay as this is their second year with us and get a change free of FP charge.

How does one submit a new uniform application? I never seem to be able to find out how to do that.

There is no formal submsision process. You generally start with the current uniform, or grab one here: www.nhluniforms.com/edit it photoshop, or some photoshop type application, and send it to me via email. I also know that John-Detroit, Matt-Colorado and Justin-Cincy have helped out lower tech GMs when time allowed in making new uniforms. That's all there is to it.

Also, are there any specific rules and/or standards adhering to uniforms that I should be aware of prior to submitting?

No tie-dye, pink, or any other obnoxious color scheme. Other than that, very few uniforms (maybe 1 or 2) have ever been rejected.

Rochester has fulfilled the 1 year moratorium on relocation and uniform changes and has packed up their pucks and headed west. The Rochester Rampage are now the Alaska Polar Bears. Alexander Ovechkin must be ecstatic that this move brings him about 4000 miles closer to mother Russia. The PR firm of Taylor and Taylor out of Colorado helped in the design of these.
