Because in that case, the lofgic of rebuilding would demand that I should sit Filpulla, Garrison, and MacArthur then cut them next year if they dont have a worthy year.

Since 2010-11 each team has always been able to use their single season WAIVER on ANY 1 player. WAIVE him and he is off your team immediately. There is a penalty based on how many years are left on his contract though. 10 million dollar cry baby Sidney Crosby was waived by a GHL team at least once, for instance.

DROP without penalty = as many players as you like, drafted or not, IF they did not play a single GHL game for YOUR team.
The Blazers drop without penalty Raphael Bussieres and Ryan Culkin.
So, to be clear hypotheitcally, if Clarke MacArthur, Jason Garrison, and Filpulla are sent to my AHL team this year. I can DROP without penalty next year to clear cap?

No, I think you are mashing together 2 different rules.
Any drafted player can be dropped without penalty if they have never played a game in the GHL.
Any player can be dropped without penalty if he didn't play any NHL games last year because:
1) he was injured all year 2) played in Europe.
These players can also be retained for 100k instead of dropping them if the GM so desires.
You are allowed to waive with penalty any one player from your roster regardless of reason.

I thought that was the case. You can't farm players to get rid of bad contracts.
Syracuse should be able to drop Culkin, Broadhurst, and Bussieres without penalty though.

The Blazers--if my math is correct and my reading of the rules accurate (a dicey proposition on both counts)-- will elect to waive Clarke MacArthur as our one waiver. He has a headache from all this calculation.
Clarke MacArthur: Salary 4,005, 000 -3, 704, 625 $300,375 differential, times four years of remaining contract
Equals: 1, 201,500 one-time penalty
Furthermore, no rule prevents me from bidding on him in UFA, correct?

I'm pretty sure you can't resign a player after buying them out in the NHL, but I'm too lazy to look it up.

In the NHL you can't resign a player you bought out for a year, but as Glenn said there is no such rule here
