Backfill of absentee owners - Email and Forum announcements sent out asking for everyone to commit to next year. No response will result in their team being up for new ownership.
Offseason - Draft Date Rookies 25yrs of age and younger to be held- June 25th
Everyone will need to attend either in person or remotely via the web interface to the draft page. If you are unable to, you will need to coordinate with the league or another owner to act as a proxy for you. If no prior arrangements have been made and you are not attending or around for your pick, the league will pick for you
Glenn will host the draft party for those that can attend in person. I will look to collect a few bucks (most likely 10-20 depending how high on the hog the group wants to live) to cover food and beverage expenses.
I can point people in the direction of hotels that are in the area for those travelling from out of town.

Each team has the option to waive one player, Any players that are being waived need to be announced prior to the draft (6/25). Each team has the ability to attempt to claim one player from the waiver wire. If a player is claimed by more than one team, the lower seeded team will get the player. Players picked up in this manner relieve the waiving team of their cap hit penalty and the team acquiring the player picks up the salary and contract term for the new player. These claims will be made after the draft and prior to 6/29.
Free Agency – UFA and UFA will run concurrently and start on 7/1. The process should be completed within a 3 week period of time, Like the original player acquisition phase, owners will make silent bids on players during 2 day FA pulses. The pulses will start with minimum bids of 6M and decrement by 1M each pulse. At the end of each pulse players disbursement occurs and varies depending on if the player was a UFA or RFA.
For UFA – the team that submitted the highest bid will be awarded the player. If no one else has bid on the player, the winning bid will be the contract amount. If more than 1 team has bid on a player, the contract amount will be the mid-point between the highest bid and the second highest bid. If the two highest bids for a player are Team A at 2M and team B at 3M, the B will win the bid and the contract amount will be 2.5M
For RFA – The team that has the rights to the player will have the option of signing the player for 2/3 of the highest bid amount. If the team decides not to match 2/3 of the highest bid, the new team will take the player and will be forced to compensate the losing team with a predefined package of draft picks determined by the bid amount.
If no team bids on a RFA, the player’s salary demand will be determined by the league based on a formula that evaluates their latest card’s worth. If team has a right to pay that or release the player outright at which point he will become a UFA.
The salary cap will increase by 4.5M to accommodate the signing of draft picks. The cap will also increase by ~3M as per what the NHL does. There will also by a smaller adjustment to allow for the signing of minor league players.
Maximum FHL roster size is still only 25 players. After this off season I anticipate the average franchise depth chart will include 40 players. This will be fleshed out to 50 (max) after next year’s off season.
Each FHL franchise is limited to a maximum of 6 goaltenders in their system. This is to prevent hoarding and to encourage players to have a good balance of players in their system. There will be no emergency call-ups next year. Owners are responsible for maintaining depth to fill all positions in the event of injury. If you are running low at a particular position, it is incumbent upon you to make some minor league trades to staff the franchise accordingly.
