If he wants to load up on UFA, he's made the moves to give himself that flexibility. It takes two to tango. That being said, go take a look at Halifax's 2014 RFA's and you tell me what he is planning on doing with his cap space. Exactly, both points Matt!

Maybe its the 25/50 bonus that needs to be dealt with.

So basically you are upset that I will have a lot of cap, that's what I was getting at. Like Dane said, you can't reward teams with bonus cap only to be told it has to be spent, makes no sense. Trying to change the rules because some teams have a lot of cap compared to you is pretty laughable. Doubt you would bring it up if it was your team in this position. Actually I would, I had no intention on trying to push through a rule change this year so don't worry, you will still get all your RFA's re-signed next year. What you are doing is actually very smart but yes I do feel that there should be a limit to it. I have put myself in a position to have a decent amount of cap freed up for next summer myself so that has nothing to do with it. Good counter-point btw Dane but I still would like to see a cap floor in the future. I also want to see teams have to spend fp to bid on RFA's, is that because of Halifax too or is it because I am constantly trying to lobby for things that give us the truest GM experience possible?

Well, as it stands Ian can still bid players/RFA/UFA up anyhow...my real concern for having any floor/ceiling is so that a GM doesn't sign players to crazy contracts OR not sign players to be competitive, and then bail out of the league. It's basically insurance/assurance for Glenn and all of us. If we can see engagement, we don't need to worry. Ian can do whatever he wants. IF he's buying low salaried guys to gobble up some UFA or RFA, then you have no one to blame but yourselves for making those trades. Maybe a word of caution for future trades with Halifax....IFFFF this turns out to be the case. Worry about that when and if that road comes!!!! The argument could be made that mandating a cap would also lead to crazy contracts. Case in point is FLA a few years back where they overpaid for Campbell and a few other guys just to make the cap floor. As has been stated, there will be no changes this year however I am willing to listen to the reasons from both sides of this issue. Next year we will be fully implementing our franchise points which means they will need to be spent when bidding on RFAs (this is bidding or and not just winning a player's services). Also the 50/25 rule may go away and become a flat 25 rule as well. This is made possible by the additional franchise points that teams earn for making the playoffs and advancing in rounds.

Cap floor should be instituted for next season.
Guys who are making ridiculous bids for RFAs should be dealt with the same way they are dealt with in the NHL - public shaming and a hard time making deals with other GMs.

How else would you expect a team to get to a proposed cap floor without overpaying RFAs to use up cap if they are well under? You can't force a team to trade.

ah yea was thinking UFAs, wasn't even paying attention. although if there were a few teams needing to get to the cap floor and few worthwhile UFAs, you may see a couple more teams place RFA bids. i won't be anytime soon, already traded away 2014 picks and will have no extra cap next year
