The Blazers announced they will be releasing Pascal Dupuis without penalty, to complete the process, as soon as legal.
Zach Boychuk played for Sibir Novosibirsk of the Kontinental Hockey League (KHL) in Russia--the Blazers may retain for 100K, correct?
Roman Will played for HC Bílí Tygři Liberec of the Czech Extraliga (ELH) and may be retained for 100K?

Correct and correct. Playing overseas hockey = eligible for 100k retaining.

The Blazers front office plan, therefore, to retain Boychuk and Will.
Do players thus retained count for the 45 man roster fulfillment requirements?
