I just set my 4th line to 60% and they played 11 minutes which was about 4-5 mins more than I thought they should.
Please elaborate on % and corresponding minutes.
i.e 10% = @ 2mins 20% = 4 mins 30% = ect 40% =

if set to 100% then the coach rolls 4 lines.
If set to a percentage less than 100 then there is that percent chance that the coach will put the players out there when the 4th line is up. If not, it skips back to 1.
This can be managed for game situations as well.
D rd pair setting are the same.

oh wow. All these years I thought the engine completely utilized the given percentage like this:
Default / 100% is set to = 4th line playing @ 8 minutes a game (1st line averages @ 16 minutes as an example for comparison).
setting the 4th line to 50% would mean the engine plays the 4th line 50% or @ 4 minutes a game which would be 50% of the 8 minutes used in this example and so on.
So...we have a "coin toss" each and every time after the 3rd line is coming off the ice?
Not being overly critical here, jus' tryin ta understand.

So does that mean the difference between the TOI of one's first 2 lines and the TOI of one's 3rd line is subject to special teams use?

If a player is too gassed because he just got off of a PK/PP, the engine will create a hodge podge line together so even strength TOI can certainly vary from player to player on a line.
