Last summer after I signed up for this league, I joined another sim league to get an idea of how it would work. This other league had a minor league salary cap. I thought that this might work with our league as well. I was thinking that if each team had roughly 50 players (25 in the minors) that a minor league cap could be used.
With lower tier players averaging between $500,000 and roughly $800,000, a cap could be implemented in the minors. With 25 players in the minors, I think that a 17 to 20 million dollar cap would be efficient. Each team would then be able to "hide" a bad signing or two.
Now, I also have an idea for waivers. After the start of the season, anyone whose salary is greater than $1 million would be a one way player meaning they would have to clear waivers to be sent to the minors. Waivers would last a predetermined amount of time (I was thinking between 4-7 days) and to put in a claim on a player, GM's would send a personal message to Glenn and the team lowest in the standings with enough cap room for the player would acquire this player. With this there would be no re-entry waivers like in the NHL. This would make managers be active and check the forum every few days in order to make there team better.
This is just frame work for a minor league cap. Questions and comments are encouraged.

I like both of your ideas Brenden. Now, it will just be up to Glenn as to how we will proceed, but sounds good to me.

I also like this idea. Would still like to be able to hold on to rafalski as a minor league player without having to deal with his huge salary

The cap we are using for our league is slightly different from what the NHL uses. The NHL has both a salary cap and a budget that each teams GM has to operate under based upon the teams owners direction. This allows teams to bury salary in the minor league if the owner permits. Yes, this doesn't hit the cap but they are still getting paid. Because of our hybrid setup, I believe that the franchise salary cap is the most straightforward and easy to manage.
