The year we upgrade the fighting a bit.
I think it's already kinda in the game, so I see the initial upgrade being mainly a start / implementation, with all the other nuances and touching other aspects of the game - morale, crowd noise ect ect being further down the line.
Another nice quick payback would be F points for the Top 5 fighters at the end of the year - maybe fighting wins.
I would keep your '3', '2' and '1' ratings for fighters just like agitation too. Simple smaller numbers, easy to work with.

I would make those top 3 guys with 5 or more fights a "3" - the highest score, then the next 8 guys a "2" and the next 14 guys a '1'.
simple numbers to start. Maybe a 10% increased chance of both starting a fight and winning one - so a top fighter for that year -a '3' would have a 30% increased chance of starting and winning a fight. Not a given, but enough of a percentage increase for better accuracy and realism.
I would not think we need to delve too deeply into stat categories like defense, glass jaw (Fedoruk), tie-up, jersey pulls ect. We only need good ole solid punching and winning percentages. An additional numeric upgrade may be given for huge size/weight - a '2' to a '3' possible.
