Now that all teams are in compliance, when can we place a player on ltir? Is there a cutoff date or can you place that player on ltir at any point in the season as long as they haven't played a game?

Joe had asked about this the other day too. Yes, this will be available soon.
Also, you are correct, you can LTIR any player with a fort of 2 (I believe that is the number) or less if they have not played any games for you yet this year.

Correct. LTIR isn't meant to be used as a vehicle to have extra cash for FA.It is meant to be used to allow teams to make some trades and take on some additional salary after FA has completed.
