How does cap carry over work? Why don't we a cap section in the rule book to explain everything on the cap page.

It used to be that playoff teams carried over more (50%) of unused cap then non-playoff teams (25%). Sal and his fictional lobbying teams base pushed to have this changed. Every team now carries over 33% of unused cap not counting carried over cap from the prior year.

How did NJ end up with 0$? I had the most cap at the end of the season.

If you had 4m in cap carry over and carried over 4.5 from the previous year you would carry 0 over as per my explanation a few lines above. I have the numbers in tables I have access to when not at work.
