I would like to propose that if we can't use the NHL model moving forward (which, much to my chagrin, I don't believe we can) that we at least use a similar model where teams can only fall 2 or maybe 3 spots as a result of the lottery. The NHL changed theirs to also limit teams from moving up more than 10 spots so I'll also leave that up for discussion as well.

The 2021 NHL Draft Lottery will be reduced from three drawings to two as part of changes announced Tuesday.
The changes, approved by the NHL Board of Governors, will determine the order of the NHL Draft for the teams that do not qualify for the Stanley Cup Playoffs. Two other changes will begin with the 2022 NHL Draft Lottery: -- Teams will be restricted from moving up more than 10 spots if it wins one of the lottery draws. -- Teams cannot win the lottery more than twice in a five-year period. Wins in the lottery prior to 2022 will not be counted toward this total.
The bottom bullet is the reason I am skeptical that we may not be able to follow the NHL lottery. I like the card draw we use with the exception of teams falling more than 2 or 3 spots if they don't win the lottery.

Excellent find Scotty. I am in full agreement with you. I would say that no team can fall more than 3 slots so we would draw for the top 3 as part of the lottery.
Currently we use the following breakdown:
Teams ranked worst to best of non-playoff teams:
1-5 3 cards 6-10 2 cards 11 to 16 1 card
We can pretty easily modify the number of cards given to each. We could do the following:
More Cards 1 Worst team 16 cards 2nd worst 15 cards 3rd worst 14 cards ... 16th worst 1 card
or
More Cards 2 1-5 15 cards 6-10 10 cards 11 to 16 5 cards
I know this may sound crazy but I think it would be fun as well to have 1 card only that would represent a playoff team. If it came up, a random card from the 16 playoff teams would be used instead. Maybe add 2 card one for a random playoff team and 1 for Cup Winner.
More cards 1 would give the previous cup winner or a previous playoff participant a 0.72% chance to get a top 3 pick.
More cards 2 would give them a 0.63% chance of the same

Is there a reason we couldn’t use the same NHL rules and just do our own draw? Seems like it would be easier, slightly less confusing. We could round out the ridiculous odds percentages to make it a little easier as well.

Everything is on the table. I know they are limiting places to fall to 2 according to the recent Scotty post but I would like us to draw for the top 3 meaning a team could slide 3 picks.

How difficult would it be to track what teams had won a lottery draw in a 5 year period?

Not difficult as all. There wouldn't be a technical solution delivered for this, we would just have them list of the last 5 winners and adjust accordingly once the cards were flipped.

So, if anyone isn't opposed, I would say use the NHL rules with the exception of us using 3 draws vs. 2.
I will once again go on record as not being a proponent of playoff teams having any draws in the lottery. ZERO.

OK, I think we will leave the card count as is though so we can have your lottery displayed in the same fashion however, no team can fall more than 3 spots from their finishing spot and we will institute the no repeat winners in a 5 year period. The question with the latter is, does it start next year as year one or do we look back 4 years as well next year?
