Phil, if we want to adopt NHL rules, this is the NHL rule, as I posted above. No team can win a lottery more than twice in a 5 year period. The NHL is not including past lottery winners, according to the article, so I would recommend that we do the same. We start fresh with this next year.

Will we also be implementing that teams can not move up more than 10 spots? For example, if the team in spot #13 wins a lottery draw, they can only move up to #3 at best?

Why can’t we move to a more rationale competitive draft order as I’ve proposed for years?

Speaking for myself, because the drawbacks out weigh the benefits.
The only possible reason for having a draft order that is not determined by inverse order of finish it to prevent tanking.
Franchise Points provide huge benefits to teams. The fact that teams earn FPs for wins (weighted heavily towards a teams first 30 wins, has all but eliminated tanking in our league.
My question is why would we make it harder for the teams that currently have empty cupboards if tanking was no longer an issue?
