Base Percentage would be multiplied * years left to determine contract hit.
This value is capped at 1.5 x yearly salary
...Maybe I'm not the brightest bulb in the lamp but I have no clue what this says, none what-so-ever. Nowhere in this is the player's salary taken in account or even mentioned above and therefore I am at a total loss on how to calculate the waiver penalty. I see on the player cards that it gives us the cap hit, which is only confusing me further, because I don't understand how a player could have the same waiver penalty in multiple years with less years left on his contract and therefore less total cap owed to him. Can someone be so kind as to explain this so that I can calculate buy out penalties and determine how long to sign recently acquired players taking this into account...

The one part I think I can provide clarification on is why the waiver penalty would be the same in multiple years. This is due to the cap:
This value is capped at 1.5 x yearly salary
So the waiver is capped at 150% of a players yearly salary. For example Victor Hedman was signed for $11,150,000 last year, his waiver will be capped at $16,725,000 until the calculation would fall below that amount.
