A lot to follow here but here is my take
Why can’t each GHL team be assigned an nhl team based on mirrored final standings and when the nhl has their draw we are determined

Unfortunately it's impossible because of the new NHL lottery rules that teams can't win a lottery more than x amount of times in an x amount of years. Therefore, if we attach a lottery position to a team in that situation, said GHL team would not have any chance of winning the lottery.

Is there any reason why we couldn't just have 100 cards dispersed between the 16 lottery teams, with the worst teams getting more (below is something I came up with, with a little inspiration from the NBA lottery percentages but tweaked since we are dealing with a different amount of teams) Team | # of Cards

Assign the cards based on their original team regardless of who currently owns them to avoid confusion - take the 100 cards, shuffle them up. Then draw until the top 3 are filled (skipping any repeats), and do the rest by standings.

Nothing in life is impossible. I know that rule but it has yet to be enforced from what I understand. Once we have a solid set of rules we could always amend them to allow for change if and when that ever occurs.

What Scott is saying is it is impossible because the NHL doesn't show the teams that would have won they just release their final results. So if I (Pharaohs) had the New Jersey Devils pick next year and they are precluded from winning the NHL draft, they couldn't win the NHL draft which means I would have no shot of winning the GHL draft either.
To Scott's point, I think we would deal 3 cards, if we were going to do a 3 team draw and start with the 3rd card (the number 3 over all pick). If that teams card was again turned over in a higher spot, they would assume the higher spot and another card would be drawn for number 3. If the number 2 or number 3 team turned out to be number 1, all teams would move up a spot, Regardless the number 1 team card could not change.
Regarding percentages we could do this but I still feel that assigning a card weight based on the 3 tier finishes will keep teams from tanking while at the same time limit their chances of dropping more than the 3 spots.

I like it, but not sure about reverse order picking
Would cards not be removed from the pool after each draw? Just thinking if you're 17th team and have one card and it gets picked for the 3rd spot that team went from having a 1% chance at #1 to a 0% chance unless that card goes back into the pool.

That's why I recommended what I recommended. The NHL does 2 separate draws. They draw for the first overall pick and then remove any remaining balls so that team has 0 chance of winning the second draw. If we did it in this order, there is no need to move teams around and no need to worry about a team winning more than one draw.

Can we put it in stone now that we will only do the lottery for the top 2 or 3 picks going forward? Then we can figure out whatever process we will use.
