It doesn't really matter since I have both picks, but Cleveland got #15 and Moncton got #14.

I'm sorry guys but I have a serious issue with the lottery. This is not how a draft lottery works at all. It is not even close. In the draft lottery, the lottery doesn't determine the order teams pick. It is merely a draw to determine which teams won the draw. If we use the draw from tonight. St. Paul would have won the lottery to pick 2nd and Syracuse would have won the lottery to pick 1st, while every other team would fall into order based on how they finished in the regular season, moving down to accommodate the winners. The way our draw is done allows teams to fall way too far down the order and to be honest is completely unfair.

I rarely agree with Scott but he's spot on. We try to mirror the NHL as close as possible but then this is what we do for the lottery?
I don't have a dog in the fight this year but the fact that the worst team has higher than 0% chance of picking 16 seems wrong.

We had this same conversation after last year’s lottery and everyone agreed that it needed to change. Nothing was implemented. Hopefully we can do something to change this going forward.

Last year Philly took the shaft in the lottery where I had Moncton's and Hershey's number one picks. Moncton was a 3 ball team. I ended up with 9 and 16. I didn't enjoy the results but I didn't think there was anything broken with the process just because I didn't end up with as high of picks as I was hoping. Now, rightly or wrongly I may have not been as miffed because of the fact that these picks of mine were harvested from trades and not "earned" with a poor regular season. It seems that many years these top picks are garnered in the same fashion. Now this year was different with Cleveland, who owned his own pick, dropped to 14. Syracuse , the draft lottery winner, has long espoused a position that the teams be ranked in descending points order when determining chances of getting the first overall pick. He states, and I don't think it could be argued with, that this method would encourage teams to try to win as many games as possible and would eliminate the benefits of tanking completely. I do find some irony in the fact that he ended up winning the lottery. Karma perhaps? I wish we could have continued to use the NHL draft lottery but with rules they implemented (not being able to win more than x times in y years) it makes it impossible to do so. I could write some program where we could give each team a certain percentage to win and then run the program to spit out the results but I see little transparency in that process. I would not put my finger on the scales to impact anything but I certainly would rather do something for this that is open for the world to see. If we wanted to change it so no team could drop more than x spots then we could do that starting next year however I would suggest that if that was the case, all non playoff teams should have an equal shot at the top picks. This would certainly keep teams from tanking to land a generational player. I am also going to move this conversation to it's own thread.

We could use the same process you currently employ with the last 2 or 3 cards flipped being the lottery winners. My issue is using the lottery as a ranking system instead of an actual lottery. Or current system is not a lottery. The NHL has gone to a 2 draw system vs the previous 3 draw system but we could still do 3 draws if we wanted. What I don't agree with is dropping a team into a draft spot when they run out of cards. The lottery isn't meant to determine draft order.

So moving forward keep the same number of cards for each team based on where they finished and then draw 3 cards (additional ones may need to be drawn if 2 or more of a teams cards are chosen in the initial draw) to determine Top 3 picks. As previously stated, using this method would not cause a team to drop more than 3 spots.
I guess this would certainly curtail teams tanking to get a generational talent which is one of my prime directives with any new/modification to the lottery process.

It said it was adopted since there was no backlash in 48 hours of the post where it said it’d be adopted if there wasn’t. And no team could drop more than 3 spots is right in the your post underneath it.

Well if you recall last year there was must consternation regarding rules changes. People were jumping up and down regarding my solicitation of feedback on proposed rule changes. Perhaps that 2 days occurred during a time that I needed to refrain from visiting the board for a much needed BP break. That being said it wasn't formally adopted.
Perhaps if things go smoothly with any changes this year, any change won't slip our minds.

I suggest, and this is just a suggestion, that we do 2 (or 3) separate draws. The first draw would determine the #1 pick. After which, we remove that teams remaining cards, reshuffle, and draw for pick #2. If we decide to have 3 lottery winners, we repeat the process one more time. The remaining teams fall in reverse order per regular season standings. I believe that is the way the NHL holds their lottery, except of course with lottery balls versus cards.
