Now that the expansion draft has officially been confirmed by Glenn I figured it would be good to start a thread of its own to discuss the details. Not to sound like a broken record but I feel like the details of how many / which players can be protected and which are safe by default. I think it would be more realistic to have at least this information figured out before free agency. If others agree and Glenn is not set on holding off on these decisions then everyone's input would be beneficial. Since our league differs in some aspects from the real NHL the following would be important to discuss / put in stone.
1) Who's automatically protected. The NHL says 2 or less years professional experience and any draftee who is unsigned. Assuming we do something similar, what is the GHL's consideration for 2 years experience? Are prospects considered unsigned and 2 years starts after they are no longer a prospect? Simply saying what rfa year is eligible to be drafted would answer this question.
2) How many players can be protected. NHL says there is multiple options. Their options include A) 7 forwards, 3 defenseman, 1 goalie or B) 8 skaters regardless of position and 1 goalie. Will GHL follow these same criteria?
There are some more specifics in terms of how many players with a certain amount experience must be left available but the above two questions are the most important imo and a good starting point.
Although a Skype call will likely make the decision for this, this thread could provide some valuable insight for those who attend the Skype call to reference/discuss.

Don't get me wrong, I think the forum is a great place to put your ideas but a bad place to come up with the detailed requirements.
If someone wants to fully digest how the NHL is handling this (and maybe Chris did that above) then we can use that as our base for determining what we should use.
From a programming standpoint I am thinking GHL games played might be the best to determine if a guy needs to be protected. 120 games for a skater and 75 for a goalie perhaps? I would say this total would include both regular season and playoff games.
From a standing of protecting players that are not exempt above, I would think that the NHL rule could be used as is.
What are others thoughts?

Protected Lists * Clubs will have two options for players they wish to protect in the Expansion Draft:
a) Seven forwards, three defensemen and one goaltender
b) Eight skaters (forwards/defensemen) and one goaltender
* All players who have currently effective and continuing "No Movement" clauses at the time of the Expansion Draft (and who to decline to waive such clauses) must be protected (and will be counted toward their club's applicable protection limits).
* All first- and second-year professionals, as well as all unsigned draft choices, will be exempt from selection (and will not be counted toward their club's applicable protection limits).
Player Exposure Requirements * All Clubs must meet the following minimum requirements regarding players exposed for selection in the Expansion Draft:
i) One defenseman who is a) under contract in 2017-18 and b) played in 40 or more NHL games the prior season OR played in 70 or more NHL games in the prior two seasons.
ii) Two forwards who are a) under contract in 2017-18 and b) played in 40 or more NHL games the prior season OR played in 70 or more NHL games in the prior two seasons.
iii) One goaltender who is under contract in 2017-18 or will be a restricted free agent at the expiration of his current contract immediately prior to 2017-18. If the club elects to make a restricted free agent goaltender available in order to meet this requirement, that goaltender must have received his qualifying offer prior to the submission of the club's protected list.
* Players with potential career-ending injuries who have missed more than the previous 60 consecutive games (or who otherwise have been confirmed to have a career-threatening injury) may not be used to satisfy a club's player exposure requirements, unless approval is received from the NHL. Such players also may be deemed exempt from selection by the League.
Regulations Relating to Expansion Franchise * The Las Vegas franchise must select one player from each presently existing club for a total of 30 players (not including additional players who may be acquired as the result of violations of the Expansion Draft rules).
* The Las Vegas franchise must select the following number of players at each position: 14 forwards, nine defensemen and three goaltenders.
* The Las Vegas franchise must select a minimum of 20 players who are under contract for the 2017-18 season.
* The Las Vegas franchise must select players with an aggregate Expansion Draft value that is between 60-100% of the prior season's upper limit for the salary cap.
* The Las Vegas franchise may not buy out any of the players selected in the Expansion Draft earlier than the summer following its first season.
The 30 NHL Clubs must submit their Protection List by 5:00 P.M. ET on Saturday, June 17, 2017. The Las Vegas team must submit their Expansion Draft Selections by 5:00 P.M. ET on June 20 and the announcement of their selections will be released on made on June 21.
2017 NHL Draft Lottery
The Las Vegas franchise will be given the same odds in the 2017 NHL Draft Lottery as the team finishing with the third-fewest points during the 2016-17 regular season.
The Las Vegas franchise's First Round selection in the 2017 NHL Draft will be determined in accordance with the 2017 NHL Draft Lottery and, as a result, the Las Vegas franchise will be guaranteed no lower than the sixth overall selection.
The Las Vegas franchise then will select third in each subsequent round of the 2017 NHL Draft (subject to trades and other potential player transactions).

It can be anywhere we want it but we do need another team out west. Since this was cut and paste from the NHL site, it just uses Las Vegas.

Players on books with no cards cannot be exposed.
Should find a way to rule out potentially career ending injured players. Could do Fort of 2 and below aren’t exposable?...but this may only be due to a one year injury rather than career ender so need better method for this.

Would like to see this finalized before free agency as well as this could definitely affect signings with the number of players that can be protected going into next year
