Doing some rough calculations it looks like we still have 3 teams that are out of cap compliance with the deadline to be cap compliant (9/30) rapid;y approaching.
Rochester 4.4M Detroit 1.6M St Louis .6M
Teams must be cap compliant by 9/30. If you haven't done so already, start trade discussions as this is the only tool left to reduce the cap.

What about LTIR or does that happen after the season starts?

I know if Rochester LTIR Laich he will be under the cap, if he really is only over by 4.4 Players cannot be LTIR until after the season starts and all the contracts have been assigned. This rule was put in place so that guys didn't have a bunch of extra cap room by LTIRing a guy during the FA period.

Glenn said you can't LTIR someone until the season starts. But in the NHL you are allowed to LTIR someone before the season starts but sounds like if you do that your cap salary cap goes to 0 (already replaced the injured player). However if you waited til the season officially starts you get all the players cap relief. www.capgeek.com/faq/how-does-long-term-injured-reserve-LTIR-workDon't think we follow the NHL on this but for example with Rochester If placed Laich on IR today, they wouldn't be able to go anything more than 4.4 mil(or whatever it is) over the cap all season since they were deemed to already have replaced the player before the season starts. If they got cap compliant by the first day of the season they could go over the cap his full salary 4.68 million. This is a lot like what the flyers do every year with Pronger, they send higher priced players on 2-way contracts like brayden schenn (last year I believe) to the minors for the first game so that they are cap compliant then LTIR Pronger to get the full relief of his 4.9 mil cap hit. Don't think we do it this way since we didn't want people to use all the LTIR savings in Free Agency but just showing what the NHL does. Not sure how he got more than 3.5 over the cap anyway unless he traded for more contracts after UFA. Edit: Well reading it again sounds confusing, don't know if in the NHL you can LTIR if you aren't already cap compliant "Further to the previous paragraph, eligible long-term injury space is calculated on the day the player is placed on LTIR. If the salary cap is $70.0 million and the team has a $69.0 million cap payroll the day Player A with a $4.0 million cap hit is placed on LTIR, the team's cap payroll or "Averaged Club Salary" can only exceed the cap by $3.0 million at any point thereafter. Breakdown: $69.0M + $4.0M - $70.0M = $3.0M"

Glenn if you LTIR someone do they still count towards your 45-50 player count? They do not. We will not penalize teams that fall from 45-33 (if any) because of this though.

I undestood I would LTIR a player BEFORE season starts, that is why I was counting on KOMI going on LTIR to clear up my cap issues.

I didn't realize we couldn't use LTIR to get under the cap either, so basically all we use this for is to free up cap space for in season trading? I'm not going to beat a dead horse...

First, there is no whining in hockey. As I said, I didn't realize this either. I thought it could be used to make cap as well, but I have never used this rule. I am surprised by this also, but it's the rule so I live with it, as you do. The league is only entering it's 4th season and this is one of the newest rules we have, growing pains are still to be expected from time to time. I agree with your point of view concerning LTIR but as I pointed out in my last post, dead horse.

Now, it appears St. Louis intended to place Jovanovski on LTIR to squeeze under the cap. His arguments are that LTIR is not in the rule book and because of this, as a new manager, he was not aware he could not do this. Is this grounds for a mulligan?

I would be open to that for the new guys. I will also add it to the rulebook so there is no confusion come next year. That way Rod could LTIR Laich as well.
