I think there is some confusion here with the all 'no card - drop this guy' moves.
If he played in Europe all year, you can drop him for free or keep him for 100k. If he didn't play due to injury you can drop him for free.
If he has retired, or plays in a North American League that isn't the NHL / AHL, you cannot drop them for free. You have to eat their cap hit or buy them out.
Double check but I think Legwand, David Jones and Jackman all fall into the latter catergory of either having retired or simply not having played last year, they can't just be dropped.

I believe if a guy is still on his rookie contract (has not reached RFA) he can be dropped without penalty as well.
